Orissa Government fails in Anti-Naxalisim operation in Orissa

Sunabeda: It is said that Naxalisim is one of the organization of aggressive communists. In the other words is also called CPI (MAOIST). After India’s independence in 1947 the communist extremist movement couldn’t get velocity. This form the beginning they had started committing violence using arms. Naxalites adopted the way of armed violence revolutionary activities from villages in the year 1967 against exploitation done by the zamidars and rich men upon particular peoples of the society.

In 1975 after the emergency the naxalites formed another group under the leadership of Shri Kondapalli Sitaramaiya called CPIML Peoples War Group (PWG). By this group no work was done in democratic way and shown on faith in Govt. System. The group also took unemployment economically backward areas as medium for the publicity. For this work the organization divided in areas and accordingly to the area Dalam emerged. PWG Chief Shri Sitaramaiya has added the slogan of Independent dandkarnaya, in his slogan. The PWG organization declared to include Gargacharoli of Maharastra, Mahabub nagar, Kari Nagar, Adilabad, Warrengle of Andhra Pradesh, undivided Koraput, Kalahandi, Sambalpur, Gajapati, Ganjam, Mayurbhanj of Orissa, Balaghat and Jabalpur of M.P. in independent dandkarnaya. The main residents of these areas are tribals, small farmers and labours. With their aim to form independent dandkarnay they extended their activities.

During mid 1990’s the Naxal movement (Left Wing Extremism) spilled over to Orissa from neighboring state like Andhra Pradesh, Chattisgarh and Jharkhand region. Now the naxal activites have enlarged in nine predominantly tribal district of Orissa like, undivided Koraput, Gajapati and Ganjam abutting the Andhra Pradesh and Sundargarh, Mayurbhanj and Keonjhar districts adjacent to Jharkhand. While above nine district remains the naxal stronghold. The movement have also grown stronger in different parts of sambalpur, Kalahandi, Bolangir, Phulbani, Deogarh, Jharsuguda and Anugul.

However, naxal threats like abduction and information of guerilla squad are cropped up in other district too. Most recently the incident came to light when Naxal have abducted 18 labours from Pudamal and Phulkusum villages of Sambalpur early this year. Similarly the news headlines like, A day after Maoists shot dead a trader-cum-contractor in Malkangiri, Maoist plot to disrupt polling busted, Suspected Maoists gun down RSS leader at Phulabni, Maoists behead CITU leader, put up poster at Rourkela, Maoists raze outpost, torch BSNL tower at Malkangiri, Maoists kill village headman at Rourkela in this early year made naxals stronger. The naxals have been able to make an impressive in roads into the newer areas particularly after emerge of PWG and MCC (Maoist Communist Centre). In February the naxalites masterminded a major land mine blast in the Badighat village in Malkangiri District in which two police personnel were seriously injured in retaliation to killing of two naxalites and imp rising of four cadres by state police. Similarly in the late march the naxalites killed a police informer at his home near rayagada, again on April 1 the Dist. Congress President of Rayagada Stayanarayan dobi became the victim of this growing ‘red terror’ when naxalites looted and attacked his house with explosives. In another dare devils act the naxalites engineered a land mine blast to destroy the sheshakhol Police out post in Rayagada Dist. These are not only specific indicates of violence but clear terror of Naxalisim plan. The most violent act by naxalites was on 13th April of this year when the red rebels attacked the Nalco Bauxite Mine at Koraput were they hosted about 100 of Nalco employees and killing tribal in Koraput. Succeed in calling bandh in different areas by falling trees on the roads like Bandh called in Narayanpatna and Malkangiri, Maoists strike in Nuapada on 12th July and now on 17th of this same month SI Mr. Ajit Barddhan and CRPF jawan killed in rebel attack. It seams the Govt. and the Police on toes over rebel bandh. Intensive combing operation is being made through out the season of naxal attack but seamed in vain.

Government (Central and State) had failed to operate against the Naxalisim, which is agreed by the Union Home Minister P. Chidambaram on Wednesday (15th Jul) on Rajya Sabha. Red rebels who raised their head since 1967 are now a days going violent day by day and come to that stage today that it is in everyone’s knowledge. About 10 states and more than 80 district of the country, Maoist, Naxalisim etc speeded the red rebels. Out of which Orissa is mostly affected. By the attacks of red rebels life and wealth is lost in the country, which exhibit the weakness of security to the common men. It is not negligible that the Central government had failed to stop the red rebels since last 40 years. By saying to maintain the law and order is the foremost duty of state Govt., Central government avoids its mistake and due to which stage has raised out of control of Government. Both the Government (Central and State) points the responsibilities towards each other and try to get rid of their duties. Instead of planning for the Anti-Naxalisim act they pull each others leg. It seams the planning of the Anti-Naxalisim act is limited only on pen and papers, when it will be implemented is a question mark for general
