Naxal threat hampers road construction in Chhattisgarh
Chhattisgarh, November 28(ANI): The backward Bastar region of Chhattisgarh is miles away from development, the reason being the Maoists violence has not ended here. Road construction work under the Pradhanmantri Gram Sadak Yojana in the tribal Bastar region is yet to get off the ground. The Naxals, under a well-contemplated strategy, have halted the construction work, to keep intact their reign in the area

I think that these Maoists and the Naxalites are the main hurdle in the development of most of the villages and I think if these people are there they will halt the construction of roads as they have done in the Bastar region of Chhattisgarh.
