In a startling incident, the Additional Block Development Officer, Kudumuluguma of Malkangiri District was summoned by the C.P.I (Maoist) on 9th April 2010 Friday , providing him with a vehicle for his travel. The Maoist confined the ABDO up to 15th April and released him on conditioned bail.

The Collector Malkangiri had warned the ABDO not to issue land Pattas to the people living inside the forest. The issuing of land and House site Pattas itself is nothing but cheating the Tribals. They explained the ABDO that the issuing of pattas is useless as neither the tribals are in a position to get the loan from the banks nor in a position to sell their land with the strength of their Pattas.

Sources said the Naxals also asked the collector through ABDO to provide medical assistance to the tribals, who are living in remote areas particularly in cut off villages near by Chitrokonda reservoir in order to generate power at Balimela power project. They also gave a threat to eliminate the teachers if they fail to attend the schools regularly manned by the Government. The Maoist also expressed their plans for kidnapping the Government officials if they fail to function their duties regularly.
